The identification of high-tech enterprises must meet the following eight conditions:

(1) The enterprise must be registered for more than one year when applying for recognition;

(2) The enterprise obtains the ownership of intellectual property rights that play a core role in technical support for its main products (services) through independent research and development, transfer, donation, merger and acquisition;

(3) The technologies that play a core supporting role in the main products (services) of the enterprise belong to the scope stipulated in the High-tech Fields supported by the State;

(4) The proportion of scientific and technological personnel engaged in R&D and related technological innovation activities in the total number of employees of the enterprise in the year shall not be less than 10%;

(5) The proportion of the total research and development expenses of the enterprise in the last three fiscal years (calculated according to the actual operating time of less than three years, the same below) to the total sales revenue of the same period meets the following requirements: 

  ① The proportion of enterprises with sales revenue of less than 50 million yuan (including) in the latest year is not less than 5%;

  ② The proportion of enterprises with sales revenue of 50 million yuan to 200 million yuan (inclusive) in the latest year is not less than 4%; 

  ③ The proportion of enterprises with sales revenue of more than 200 million yuan in the latest year is not less than 3%。  The total R&D expenses incurred by the enterprise in China shall account for not less than 60% of the total R&D expenses;

(6) In the past year, the proportion of high-tech products (services) revenue in the total revenue of the enterprise in the same period is not less than 60%;

(7) Enterprise innovation ability evaluation should meet the corresponding requirements;The innovation ability of enterprises is mainly evaluated from four indicators: intellectual property rights, scientific and technological achievements transformation ability, research and development organization and management level, and enterprise growth。Indicators at all levels are scored in integers, full score is 100 points, the comprehensive score of more than 70 points (excluding 70 points) to meet the identification requirements。The score structure of the four indicators can be seen in the following table: No. Index Score 1 Intellectual property ≤302 Scientific and technological achievements transformation ability ≤303 Research and development organization management level ≤204 Enterprise growth ≤20

   ② Transformation ability of scientific and technological achievements (≤30 points) According to the Law on Promoting the Transformation of Scientific and Technological achievements, scientific and technological achievements refer to the achievements of practical value generated through scientific research and technological development (patents, Copyrights, integrated circuit layout design, etc.)。The transformation of scientific and technological achievements refers to the follow-up test, development, application and promotion of scientific and technological achievements to the formation of new products, new processes, new materials and the development of new industries in order to improve the level of productivity。  The forms of transformation of scientific and technological achievements include: self-investment to implement transformation;Transfer the technological achievements to others;Licensing others to use the scientific and technological achievements;Taking the scientific and technological achievements as the conditions for cooperation, and jointly implementing the transformation with others;Investment, conversion of shares or proportion of capital contribution based on the scientific and technological achievements;And other negotiated methods。  The technical experts shall make a comprehensive evaluation according to the overall situation of the transformation of scientific and technological achievements of enterprises and the annual average of the transformation of scientific and technological achievements in the past three years。The same scientific and technological achievements transformed at home and abroad, or transformed into multiple products, services, processes, samples, prototypes, etc., shall only be counted as one item。  A.Strong conversion ability, ≥5 items (25-30 points) B.Strong conversion ability, ≥4 items (19-24 points) C.Conversion ability is average, ≥3 items (13-18 points) D.The conversion ability was weak, ≥2 items (7-12 points) E.Weak conversion ability, ≥1 item (1-6 points) F.Conversion ability None, 0 items (0 points) 

   (3) Research and development organization management level (≤20 points) by technical experts according to the overall situation of enterprise research and development and technological innovation organization management comprehensive score。

   -- Formulated the organizational management system of enterprise research and development, established the accounting system of R&D investment, and compiled the auxiliary account of R&D expenses;    

   -- Setting up internal scientific and technological research and development institutions with corresponding scientific research conditions, and carrying out various forms of industry-university-research cooperation with domestic and foreign research and development institutions; 

   -- Establishing an organizational implementation, incentive and reward system for the transformation of scientific and technological achievements, and establishing an open innovation and entrepreneurship platform; 

   -- A system of training and further training of scientific and technological personnel, skill training of employees, introduction of outstanding talents, and talent performance evaluation and reward has been established。 

   ④ Enterprise growth (≤20 points) Financial experts select the growth rate of enterprise net assets, sales revenue growth rate and other indicators to evaluate the growth rate of enterprises。If the actual operating period of an enterprise is less than three years, the actual operating period shall be calculated。Please refer to the Work Guide for specific calculation method.。

(8) No major safety, major quality accidents or serious environmental violations have occurred within one year before the enterprise applies for recognition。
